Set default user setup preferences for new users

Description

When an administrator creates a new user the settings described below will be used as the defaults. When creating a new user these default settings can be overridden.

Default Time Zone
This will be the default time zone when creating a new user.
Default State
This will be the default state when creating a new user.
Default Country
This will be the default country when creating a new user.
